Ex boyfriend still in love with me?

Well, my ex and I were going out for three years before we split about 9 months ago. We broke up cos I realised I didnt love him the same way he loved me. I told him that the best thing would be to make a clean break of it and not even be friends but he said he couldn't handle it and he wanted to be friends. I didn't like it but because I still cared about him a lot I agreed. The problem is that now, even after nine months, he still hasn't moved on.I know he's still in love with me and I keep telling him that it's not fair on him cos obviously he's not gonna be able to move on if he's stuck in this rut. It raelly makes me feel rotten cos I feel like it's my fault but everytime i tal about it he says that he can handle it. Now I have moved on with my life and I'm trying to meet new people. My ex still thinks he has a say in that part of my life. I cannot go out he keeps calling or texting asking why I'm doing this to him. I'm not trying to hurt him, just want a life. What do I do?
