I'm pretty sure that "not" is an adverb so in the second sentence not is describing "is". Food is the Predicate nominative (I'm not sure about that actually though but I'm 90% but it's not that relevant) so it's restating There so this makes sense. "No" is an adjective describing food because it answers how much/many. Hope this helps.
