In what kind of country does the leadership tell private industry where they can/can not locate their business?

@ Peace - you've got it backwards. Fascism is when the rights of the individual are limited in favor of the interests of industry leaders who have close political ties. An example of fascism would be the elimination of workers' rights legislation for a wealthy business leader who made significant campaign contributions to elected leaders.
