Is it wrong to have a grudge on someone who has done something bad to you?

There is a distinction here between grudge and discernment. Discernment here means do you want this person to be your friend. The behavior you describe means these people are not even fit to be part of society and probably will end up in jail. Holding a grudge only hurts you and is a weakness but using the record and what is in the record is always the right thing to do, I would leave them out of your life.
