When do you hyphenate more than three words?

I don't have example in my head now but it is something like this... (not-so-benevolent supreme council.) When do you use something like this and why and do you use any kind of words..like for instance noun+noun+noun or it could be sort of a mix like verb+adj+noun, etc.
